Introduce moments into the design of Columns from rigid links created through beam offsets

I recently ran into an issue where when creating a beam offset, the eccentricity from that offset induces a moment into the rigid link end but it does not induce the moment into the column for column design. A Ram help ticket (case CS0789971) reviewed this issue and discovered that this is indeed a limitation and moments to not get introduced at columns for column design through rigid links created by beam offsets. This enhancement is crucial and should be a program capability especially since Ram Structural System help specifically alludes to the a false statement that rigid links from beam offsets induce moments onto columns even though it does not.
